A user will only have the ability to enter a Credit Card expense if they have a card linked to their person - see Bank Accounts - Creating and Managing Bank Accounts

Track the expenses by card
Expenses Review (can also enter new expenses here)
View the details - update the notes - create journal if supported. If the person used their money it will create a creditor invoice journal
